Regency served as the Construction Manager at Risk for the new construction of the Rockport Branch for Cleveland Public Library. The 11,185 square foot Rockport Branch is comprised of four sections at each corner of the building – an adult / computer area, a community area with a large meeting space, staff areas, and a children’s wing. Additionally, there is a large teen tech room located between the community and staff sections, a spacious welcoming area complemented by a living plant wall, and a recessed three-walled garden area. The exterior features striking battens extending beyond the roof, providing a visually striking addition to the neighborhood’s landscape.

This new library was constructed on the site of an existing library, making use of a new adjacent lot acquired by the Cleveland Public Library. In order to not deprive the neighborhood of a library during construction, the original library remained staffed and operational until the Rockport Branch’s grand opening, at which point equipment and staff transferred over to the new building.

The Rockport Library is certified LEED Silver by the U.S. Green Building Council (USBC), and additionally received an Honorable Mention in the 2024 USBC Green Building Challenge - Water Conservation / Management Category. The Rockport Branch was also awarded the 2025 Building Excellence Award and Craftsmanship Award by the Construction Employers Association.
